President and CEO of Klingner & Associates, P.C. since 2000. He has been with the firm since 1977.

Chairman, Upper Mississippi, Illinois & Missouri Rivers Association (UMIMRA), a Non Governmental Organization representing flood control issues for the Upper Mississippi River Valley: Illinois, Missouri, Iowa, Wisconsin & Minnesota. Chairman of the MVFCA Engineering Committee for 2018.

Mr. Klingner has almost forty years of experience in the engineering and construction fields, and has presented flood control issues at numerous Congressional and Senate hearings in Washington, D.C. Mr. Klingner was instrumental in the development of the comprehensive plan to address Flood Control Improvements, including flood management and mitigation for the Upper Mississippi and Illinois rivers, as recommended by the Mississippi River Commission in 2008.

He has extensive experience in civil engineering and construction, and a broad range of experience in various engineering fields, such as drainage and flood control, environmental, recreation, water and wastewater, site planning, Geographic Information Systems, and renewable energy. He is licensed in four states, and has been Project Manager for numerous multi-million dollar projects involving multi-participant, intergovernmental agreements including non-profit organizations.

He has significant experience in water resources projects, renewable energy, and environmental and construction permits with the Corps of Engineers and state agencies in Illinois, Missouri and Iowa. Project work includes flood control and port authorities along the upper Mississippi and Illinois Rivers.

He provided expert testimony in the court case of State of Missouri VS Scott (1994) and State of Missouri vs Scott (retrial) (1998) – Mr. Klingner testified and was the key expert witness for the State of Missouri at this trial as to the condition of the levee that Scott was charged with criminally breaching, contributing to the damage of the 1993 flood in Missouri.

President and CEO of P.W. Grosser Consulting, Inc. Paul Boyce, PE, PG, has been associated with Bohemia, NY-based P.W. Grosser Consulting, Inc. (PWGC), an environmental engineering and consulting firm with more than 60 employees, for the past 26 years.

Mr. Boyce, who is a third-generation engineer, earned a BS in Civil Engineering from SUNY Buffalo and an MS in Environmental Engineering from Polytechnic University. He is a licensed professional engineer in the states of New York – where he is also a professional geologist – and Pennsylvania.

Over the span of his career Mr. Boyce has dedicated himself to the engineering profession by volunteering his time and energy to strengthen and grow PWGC and advancing the industry. In 2018 Mr. Boyce was named “Engineer of the Year” by the New York State Society of Professional Engineers Long Island Chapter for his contributions to the engineering profession.

His ACEC experience includes having served as treasurer, secretary, vice chair and chair of ACEC-NY’s Long Island Region. He currently serves as regional board member. At the state level, Mr. Boyce has served on ACEC-NY’s Board of Directors, as chair of the membership committee. Currently, he is on the membership and standards of practice committees.

Mr. Boyce is affiliated with the American Society of Civil Engineers, American Water Works Association, Long Island Professional Geologists Association, National Groundwater Association and New York State Society of Professional Engineers.

Outside of the office Mr. Boyce is an avid surfer who travels the world in search of the perfect wave.

Ted Williams

Ted Williams is President of Landmark Engineering, Inc., d/b/a Landmark Science & Engineering, a multidisciplinary consulting firm. He has been with the firm since 1988. The firm specializes in site/civil engineering, land surveying, and natural environmental sciences, with a focus on sustainable stormwater practices.

Mr. Williams has 44 years of comprehensive civil engineering, site design, and project management experience. His primary focus has been planning, design, traffic studies, and road design for large mixed-use redevelopments, educational, recreational/athletic, commercial, office, and residential developments. His expertise in land use, zoning, traffic, and transportation has led to the successful completion of numerous large-scale projects.

In 2020, Mr. Williams was named Delaware Engineer of the Year by the NSPE/Delaware Engineering Society. He is Chairman of the Delaware Council on Transportation advisory panel and is immediate Past-President of Committee of 100, a business advocacy group. He was Delaware’s Chairman of the Transportation Trust Fund Task Force, a member of the Department of Education Construction Committee, and Vice Chairman, Director, and public member of the Interscholastic Athletic Association.

In addition to serving as ACEC National Executive Committee Chair in 2012-2013, Mr. Williams was elected to the College of Fellows in 2011, inducted to the Order of the Engineer in 2015, and has qualified as an Executive Engineer. He has served ACEC Delaware as president, national director, transportation committee chair, and currently as New Castle County partnering chair. Mr. Williams’ Wilmington Flats project was selected for inclusion in a 2015 Engineering, Inc. article “Remaking a Century-Old Housing Development” for its innovations in urban renewal.

Williams is a registered professional engineer in the states of Delaware and Pennsylvania and earned a Bachelor of Science in Civil Engineering (Transportation) from Drexel University in Philadelphia. He advocates for STEM-based education and has been a dedicated advocate for efficiency in public school construction projects and instrumental in developing a model for future school development based on innovative, full-school campus design.

Armando Ramos is CEO/President of Ramos CS, a multi-service infrastructure consulting firm specializing in engineering, program and construction management.

Prior to starting a company, he worked at a large Corporation holding various management positions; including being part of the Leadership Council to the CEO which afforded him a global perspective on how large engineering and construction companies are managed worldwide.

Mr. Ramos has over 27 years of experience working on large-scale transit and transportation systems, international airport expansions, federal and municipal facilities. He has helped modernize engineering and management workflow processes through the use of technology and has written various white papers. Mr. Ramos started his career as a Structural Engineer, where he was responsible for the design of several federal facilities and structures, including the Metro Gold Line underground tunnels in the Los Angeles area.

Mr. Ramos has been recognized by Engineering-News-Record (“ENR”) and Ramos CS is proud to have received “Member Firm of the Year” by the American Council of Engineering Companies, Los Angeles. Mr. Ramos is a licensed Professional Engineer in California, has a Bachelors and Masters engineering degrees from the University of California at Berkeley, along with a Professional MBA degree from Pepperdine University.

Mr. Ramos joined the ACEC BIT in June 2018, is currently ACEC CA State Director, with prior leadership roles as: ACEC-Los Angeles – President (2018-2019), Vice President (2017-2018), Treasurer (2016-2017), Secretary (2015-2016), Board of Director (2014-Present) and Chair Small Business Committee (2014-2017).

Bill is the President of Great West Engineering, Inc., a multi-discipline civil engineering firm with offices in Montana, Idaho, and Washington.  He joined the firm in 2005 and assumed the role of President in 2019.

Bill offers 28 years of experience in the engineering and construction industry.  He began his career working in the water/wastewater, site development and solid waste fields before shifting into transportation, hydraulic, and bridge design for state and local governments.  In recent years, Bill led the firms expansion into the federal market offering comprehensive civil engineering services to multiple agencies throughout country.

Bill joined the ACEC BIT Board in July 2022.  He is a past board member and president of ACEC/MT and past chair of the ACEC Small Firms Coalition.  Bill continues to serve on the Small Firms Coalition Leadership Committee and participates in numerous ACEC National Committees.  He is former member of the Montana Contractors Association Board of Directors and serves on the Montana State University Civil Engineering Advisory Board.

Ed Everitt serves as Vice President, General Counsel, and Corporate Secretary for Neel Schaffer, a multi-disciplined engineering, planning, and construction management firm which ranks as one of the largest privately held, employee-owned engineering firms in the South.

Ed holds a bachelor’s degree in Civil Engineering from Mississippi State University and worked as an Engineer Intern before attending law school. At Neel-Schaffer, Ed is responsible for the firm’s legal, risk management, and safety affairs. With over 18 years of experience in the construction and engineering industry, Ed focuses on risk avoidance through consultation and evaluation of engineering and construction issues encountered during all aspects of a project’s life cycle.

Ed is licensed as a PE in the State of Louisiana.   He is a member of the bar in Louisiana, Mississippi, and Alabama. His professional affiliations include the ACEC Legal Counsel Forum, the American Bar Association’s Construction Law Forum, and the ACEC-Louisiana Risk Management Committee.

Tony Casagrande is a Registered Professional Engineer and President of Campos Engineering, a minority owned professional services firm that provides Mechanical, Electrical, and Plumbing Engineering Services through its four Texas offices. Tony oversees the firm’s performance on all contracts, leads innovation in the firm’s services and internal processes, and spearheads Campos’ corporate marketing strategy.

Tony moved to Dallas from Arlington in 1995 to begin his education at Southern Methodist University where he studied Biology and Mechanical Engineering. His career at Campos Engineering started in 1997, where Tony interned for two summers and one semester before joining the firm full-time in 1999 after graduating with his bachelor’s degree.

Tony is most proud of his contribution to the long- term commitment of the firm to develop the next generation of leaders through intentional recruitment and mentoring of minorities and women. This includes Campos’ Associates Training and Advancement Program that he co-created and administers. This program helps ensure the firm remains in the able hands of excellent future leaders.

Past Chairman of the Board for a 37-employee civil and survey firm in Cody, Wyoming. Twenty licensed engineers and three licensed surveyors work with supporting staff to meet the needs of a mostly public client base from six offices located across the state.

Past 40 years spent with Engineering Associates, with increasing responsibilities. Rob also served as COO and CEO of this firm before becoming President of the Board of Directors in 2014. He stepped down from that position in 2021.

Primary civil design work involves municipal streets and infrastructure extensions and replacements for local towns in the area, including treated waterlines, sanitary sewer lines, storm drain lines, water storage and treatment, and sewer treatment. Other work includes rural treated water systems, agricultural irrigation improvements, county road upgrades, and rural and urban subdivision and site development.

Rob joined the ACEC BIT Board in June of 2014, and currently serves as the Board Chair. He is a past president of ACEC/WYO and the ACEC Small Firms Coalition. He is a long-time member and continues to be involved with the Small Firms Coalition Steering Committee.

Mary Erchul

Mary recently retired from engineering after 30 years and now is providing association management services. She was a member of ACEC for over 20 years including a role as President of ACEC California and Vice Chair of ACEC National. She has a true passion for our association and will be a valuable asset for our Trust.

She is currently working with associations to assist in their development as an Executive Director including the American Council of Engineering Companies (ACEC) Los Angeles County Chapter and the ACEC Business Insurance Trust (BIT).

She is a graduate of UC Santa Cruz with a BA in Economics with an emphasis in business and a graduate of UC Berkeley with a BS in Civil Engineering.
